"Electric Car Charge Points"

What is the point of putting 2 electric car point opposite Frankie & Bennys but allow any car to park in these spaces. I have tried to park here 3 times over the last 7 days and each time the spaces were taken by non electric vehicles. Do you not think it may be a good idea to either mark the spaces or put a sign up stating that these spaces are specifically for electric vehicles..
